Adelaided does have a lot of vancant land that can be used and developed. I think the government can provide communities for homeless and encourage them to get a job in the community, such as someone who are good at cooking, they can have their own business. If the government worried about the financial burden, they can motivate upper-class group to participated in a charitable organization to help those homeless in need. Howeverm we need to concerned about potential problems (security, harmony, environment) if these places are used to buil homes for homeless people.
